Carl is a graduate of the University of Montana with degrees in Business Administration and Sociology. Carl served as Chief of Staff of the Electoral Commission at the World Liberty Congress, the global coalition of pro-democracy activists and dissidents, where he helped oversee the organization's electoral processes for the Leadership and Executive Council elections. He currently advises the Khmer Movement for Democracy as a consultant, supporting its efforts to advance democratic reform in Cambodia. He is pursuing an MBA at California State University, Chico.
