Pavel Khodorkovskiy is a Russia expert with 13+ years of experience leading non-profit organizations focused on U.S.-Russia relations, policy analysis, and humanitarian initiatives.
Pavel has co-founded the New Eurasian Strategies Centre (NEST), a think tank where he directs research priorities and provides strategic briefings to U.S. policymakers. He also serves as the President of the Khodorkovsky Foundation US, overseeing grant programs that support Russian civil society and organizing high-level policy conferences.
Since Russia's invasion of Ukraine in 2022, Khodorkovskiy has taken an active role in humanitarian response as Executive Director of Project Sunrise, coordinating medical supply deliveries and essential aid to front line communities in Eastern Ukraine.
Previously, Pavel served as the President of the Institute of Modern Russia, a think tank, and CTO of Enertiv, a technology company he co-founded that provides solutions for commercial building portfolios.
